Dell Studio 540 Motherboard wont power up !

hey guy, i got a dell studio 540 desktop, 
6gb ram, 250hd and 500gb hdd,
and core 2 quad 8mb cache (not sure)
so the problem, the system wont power up, check the PSU unit by taking it out and running it using the jumper way green to black. it powered up nice and the checked the volts using a multi-meter, they were all perfect. the ram and processor are okay, checked them into another system.
with all connected , the power led is always orange.
so probably its the  motherboard,
is this repairable ? Like DIY? because im from Pakistan, there are no such dell centers,
and even im unable to find a motherboard for me.

question 2, can any other model motherboard swapped in this casing, its not the mini thou,

Is power button LED orange and blinking or orange and solid?

You can try stripping it down to bare essentials. Disconnect all drives except boot HDD. Remove all PCI cards including video, remove all RAM modules except the one in slot 1. Then remove motherboard battery and press/hold power button for ~30 sec. Reinstall the battery and see if it boots now with monitor connected to either of the onboard video ports (VGA or HDMI).

If that works, you can add parts back, one at a time, until it either boots correctly with everything reinstalled or you identify the bum part. Be sure to do the "battery thing" each time you change the hardware config so BIOS detects the changes...
