Dell inspiron 620

I recently bought a graphic card Radeon HD 6450. The problem is that once i install it to my computer monitor for some reason, the monitor does not recognize."by not recogzining i mean once i input the blue plug, my monitor just stays turned off. I also checked in order to activate the PCI-E slot for my motherboard to regonize it, however that option does not appear on the Bios, so yea im stuck. If someone knows a fix for this let me know. My psu is 300W, I havent changed anything since I bought the desktio.

From the specs for that card--

400 Watt or greater power supply recommended (500 Watt for AMD CrossFireX™ technology in dual mode)

PCI-e x16 slot is necessary and you have only one. Check your manual to make sure you use the right slot. It's not necessary to activate. It will recognize the slot when a card is inserted.

This is the card I got. It also says on the box recommended is 300W, and 400W is for Crossfire so I dont know.

My bios also has to option to activate PCI-E when i enter my BIOS
