USB Keyboard and Different hard drive with old win 98 install

Activity:
Lights flash on Keyboard
All Led's are green

Error Message:
Gets into windows but says no ps2 mouse found, doesn't recognise
any keyboard input to continue but i'm nearly sure this is because
the usb kb would need to be installed in windows.

I guess the ps2 ports are knackered, I downloaded the Bios Update v05
and imaged it onto a few different floppies but everytime i boot from
any of the disks it always stops at "Loading Rom Image" the green light
on the floppy drive is lit yet theres no activity from the disk

Have also swapped memory to see if that was causing it with no luck
Have also reset the Bios and changed the CMOS battery, none of which have
made any difference.

Anyone got any Ideas

Thanks

The chain of evidence suggests the chipset, permanent part of motherboard, is knackered.  USB drivers support Windows-specific keyboard features, but the system is supposed to respond to USB keypresses without any software loaded.

Thorough procedure, I'd say, resetting BIOS, changing battery, swapping memory, trying different configurations.  If you could swap PS2 keyboards with one that definitely works on another machine, that leaves only chipset/motherboard.
