Dimension 9150/XPS 400 DXP051, 'missing hal.dll' error during startup

So I started receiving this error about a 6 months ago and just decided to get around to fixing my good old desktop.  Read different forums and I tried a couple of things and spent multiple hours with no luck.  Here are the details.

Error Message:
Windows could not start because the following file is missing or corrupt:
\system32\hal.dll.
Please re-install a copy of the above file.

Based on other posts I have tried to:
Re-install Windows with the original DVD which would not load, it shows (not present) in the bios
Created a boot windows USB using WinSetupFromUSB, system kept giving me the BSOD right after i get the message at the bottom "starting windows", with error code ***STOP: 0x0000007B

I think this might have to do with the bios settings but honestly I have no idea.  I keep reading that it might have to do with the RAID/SATA or IDE setting.  I know that Bios Revision A07 is my current version.  

Any ideas would be greatly appreciated.

stop7b is xp not having f6 drivers

sata cannot be AHCI must be ATA for install without F6 drivers

Thanks for the quick response.  I changed SATA Operation in the Bios to 'RAID Autodetect / ATA' and I received the same blue screen error code.  Any other ideas?
