GX270 With new capacitors...

Hi to you, I have a Dell Optiplex GX270 P4 3GHz 1024MB RAM 80GB  XP Fam P2  (Big Tower) and when I started it shut down abruptly when Windows is loaded, I changed all the capacitors, I formatted, I checked my memory, I even tried an other Power supply and  an other hard disk, I updated my Bios (3A7 or something like that...last version) and I cleaned my CMOS.
Now it works if I change the speed of my CPU in bios to compatible in place of normal but it is unstable, I took two days to install Windows but it could not find my network , audio and  video onboard and froze every time. I reformatted my partition. The CPU seems to run in normal mode except for the minute  it reaches a certain point of the installation it suddenly shut down! I do not know what to do now...did you have an idea?
