GX280 CPU Fan goes crazy highspeed when power up, system can't start

I'm using GX280 with 3.6 GHz CPU.  When I power up the desktop, it couldn't start, couldn't boot up and the CPU Fan goes crazy within 10 s, increasing speed until it's so loud that I am afraid it will explode so unplug the power. 
I suspect it's the motherboard thermal control that's the problem, but please confirm me and let me know what motherboard can support 3.6GHz, please give me the motherboard part# if possible

take a look and see what the LED's on the back show.

Also take a look at the capacitors on the mobo next to the CPU. They may be swollen/leaking
