Garmin interface with inspiron with Windows 8

I have a new Inspiron 2330 with Windows 8.  I have installed the National Geographic Alaska TOPO! mapping program.  I have also down loaded the latest Garmin Driver from Garmin which is supposed to work on Windows 8.  I now want to transfer data (a track) from my Garmin GPSMap 60CSx to the TOPO! maps.  There is a GPS interface button on the map (which I used successfully on my older Dell with Vista).  When I attempt to do the transfer, I get a message that "the COM port is in use by another application".  After much searching, I found COM Port 1 in the device manager.  It is reported to have not activity or events.  Any idea how to resolve this?

Never mind. I learned from National Geographic that their TOPO! mapping program is not compatible with Windows 8 and has been discontinued.

The OLD PL2303 USB serial interfaces are NOT compatible with windows 8 EVER.

Windows 8 is NOT supported in PL-2303HXA and PL-2303X EOL chip versions. Neither Item is a Dell Product.  There is No Garmin Support here.  There is no TOPO Maps Support here.
