Guest/users accounts cannot find server on Internet Exployer

Dell said it's a software problem, need to call a number and $$ to fix. I hope it's just something i did'nt do when setting up these accounts as the administrator. Scan your system show's
Default Outlook express Mail    Not Configured
Default Outlook Express News Not Configured
Internet Explorer web Proxy      Not configured  
It's been like this from day one, a little over 1 year,  so the family is always getting on my account to access the internet.

Sorry, but i lost all the info after typing it in twice and logging in.
