Help! Graphics Card/Power Supply Upgrade W/ Dell 088DT1 Motherboard

Intel HD Graphics 4400
The stock 300W PSU
Dell 088DT1 Motherboard

I've read that some manufactures "lock" the computer down by using a custom motherboard that prevents you from upgrading it. I'm trying to upgrade this PC by installing:

MSI Radeon RX 470 DirectX 12 Radeon RX 470 ARMOR 4G OC 4GB 256-Bit GDDR5 PCI Express 3.0 x16 HDCP Ready CrossFireX Support Video Card

CORSAIR CX Series CX600 600W 80 PLUS BRONZE Active PFC ATX12V & EPS12V Power Supply

Are these parts compatible? I know the motherboard is sort of old, but I don't really want to have to spend the extra cash to replace it. There's also a sale that ends in 12 hours on the PSU I'm looking at, so a quick reply would be greatly appreciated! Thanks!

Dell Inspiron 3847 Desktop  88DT1 motherboard works fine with Corsair CS750M or EVGA NEX 750B1 power supply.

Secure Boot must be OFF and CSM Legacy ON to use the RX470 video card.
