High temperatures on Dell E510 factory HDD (55C-60). How can I reduce this heat?

I tried factory restore, and I tried adding more fans to my case for better air flow.  1 rear fan, a pci fan, and 2 fans flanking the HDD on the top and bottom.  However, temperatures on the HDD can still get as high as 60C even with all this new air flow.  Any suggestions?  There are actually some burn/melted spots on this HDD as if the temperature got so hot that the black plastic took some damage. 

 

If you need more details, here is my older post in a different forum.  Just thought that people on the Dell forums might be more helpful.  Any suggestions?

 

It is a Western Digital HDD cavier black, 230GB, 7200 rpm.

I have an E510 and have not experienced any high temperatures.  Actually, I don't recall anyone else posting about heat problems in this model or the exact same 5150 model.   I even have an upgraded hard drive plus the original Dell hard drive as a second hard drive, an upgraded CPU installed, an add on SoundBlaster sound card, an upgraded Video Card and maximum memory and still no heat problems.

My tower is located where it gets adequate "cool" air flow.
