How do I boot into Recovery Partition / Win RE during boot up?

By pressing one of the F keys on my old HP I could access the WinRE to reset my pc which reformatted the C: Drive and reinstalled windows, how do I do this on a DELL.? I have the Inspiron 5675 is that helps. I found this http://www.dell.com/support/article/us/en/04/sln297920/reset-or-reinstall-windows-10-on-your-dell-computer?lang=en but do I need to be in Windows to boot into WinRE. Reinstall Windows 10 to the Dell factory image using the Windows Recovery Environment (WinRE) . This option says it formats the drive and reinstalls windows is this the same as reformatting and reinstalling from a disc or usb, if I had a virus or malware it will be gone correct?

Windows 10 requires either recovery media (made to a flash drive) or is started inside windows.
