M1330 will not start up at all

my dell m1330 is not starting up, when i plug it in with the ac charger or the battery all i get is 3 blue led lights blinking.  other then that it does nothing. the screen is blank and i don't hear any sounds or see any other leds coming on. the 3 leds are near the power button. does anyone know what may cause my pc not to turn on properly..  i can't get past this stage. please help
