Missing CD/DVD drives

I am using a Dell 8400 running XP.  I found unexpectedly both CD/DVD drives not showing in My Computer.  I checked the BIOS and it shows "not installed."  I tried flashing the BIOS with the same version, perform a CMOS reset, and change the ribbon cable.  Also, scanned for hardware changes, used the "Fix It" from Microsoft and uninstalled the controller (reinstalled on next boot)   I can not believe both drives would fail at the same time.

I am wondering if it could be the controller, Intel(R) 82801 FB/FBM Ultra ATA storage controller - 266F.  If it is that, could I just buy a new controller board.  The present one is intergrated on  the MB.

Does anyone have any ideas what I should try?
