    Hi maximraven,

Thank you for writing to the Dell Community Forum.

The solid amber power light indicates there is a system fault error condition, including the power supply or it could be because the system is in sleep/standby states. Disconnect all the cables from the system and then press and hold the power button for 15-20 seconds (Releasing the flea power). Connect the cables back and turn on the system. If this does not work, you could disconnect the cables from the system and then try to reseat the 12 V power connector (ATX12V1) which goes from the power supply unit to the motherboard. You could also check if there is a green light on the rear of the system near the power connector on the power supply unit. Please refer to the service manual using this link http://dell.to/1JHho09.

Please reply if you have any further questions.

    Thanks for the information.

Yes, there is green light on the rear of the system once the system is powered. Also the cpu fan is running fast/making more noise.

I tried taking off the ATX12V1 connection to motherboard & put it back, but this doesn't solves the problem. Also after powering off system from main power supply there is always flea power(solid amber power light), which goes off after holding the power button for few seconds.

The machine is not in sleep.standby, i don't get any display on monitor.

    Hi maximraven,

Could you please disconnect all the cables from the system. Disconnect the hard drive cable, optical drive cable and if there is a media card reader disconnect the cable for the same and try to reseat the memory modules. Then connect the monitor cable and the power cable. Ensure all power cables are securely connected to the system board, also the main power cable. Turn the system on and let us know the status if the power light is still solid amber.

Are there any 'Beeps', [see page 27] if there are, how many?

     http://downloads.dell.com/Manuals/all-products/esuprt_desktop/esuprt_inspiron_desktop/inspiron-560s_Setup%20Guide_en-us.pdf

A solid amber power LED indicates, there may be a problem with either the system board, or the power supply. [see page 30]

Try the following, if you are comfortable working around computers:

Note: The only 100% method of testing a PSU, is to install a known working power supply.

Unplug the cord from the power supply, hold the power button in for about 15/20 seconds, open the case, unplug the 24-pin power connector from the motherboard and jump the Green wire to one of the Black wires, reconnect the power cord and power the system, if power supply and case fans and the hard drive run, then the PSU should be good.

Note: Do not remove any wires from the plug, use a small piece of wire or a paper clip as a jumper.

Power supply checks out, again disconnect the power cord, hold the power button in again for 15/20 seconds to discharge the residue power, reconnect the 24-pin connector to the motherboard.

Remove all PCI cards from the system, take out the video card [if applicable], disconnect all peripherals, except the monitor, mouse and keyboard and disconnect the power & data cables from all drives.

Reconnect the power cord and power system on, see if you get a different LED indication on the power button, or 'Beeps'.

No difference, remove the memory from the system and try again.

Still shows no signs of life then you are looking at a motherboard replacement & maybe a processor.

Note: The good news is, processors rarely fail, as the only method I know of checking a processor, is to install it a compatible working PC, or use a known working processor.

Solid Amber Light is Bad Power Supply and or Motherboard.

CPU fan high could also mean cpu heated past the point of breaking.

Assuming that you have an Inspiron 560s, same as the OP.

Have you performed the procedures listed here?:
