I purchased a refurbished OptiPlex 740 to use to run my CNC milling machine. It has a parallel printer port!!! I noticed that it powered up once I plugged it in. No power switch depression required. Now when I plug it in the Aux Pwr LED on the mobo lights up. The power switch on the front blinks amber. The fan on the PSU is not rotating.

According to the FAQs the blinking amber light indicates the system is getting power, but there is some other power problem. I have reseated the main power connection to the mobo from the PSU. Not sure what else to try. Did I waste my money? Any suggestions will be appreciated.
