Optiplex 980 MT, PSU fan not spinning up and down?

I just purchased a Dell Optiplex 980 Minitower from an authorized refurbisher. It has a 255 watt "80 Plus" "90% Efficiency" power supply Model: L255EM-01. It is one of the "eco" power supplies. Everything on this machine works perfectly except that the power supply fan never spins up. Even under a load, the power supply is not getting hot with the ambient air movement keeping it cool to the touch. Is this normal behavior for this power supply?

Wait, not spinning at all is different than,

"Everything on this machine works perfectly except that the power supply fan never spins up.".

I thought that meant that it was spinning, but not spinning faster under load.

That is two different situations.

If the system is off, you turn the system on, and the fan does not spin at all, then the power supply is defective and should be replaced.

If the system is running fine, and the PSU fan is spinning, I would not worry. Just use the system and perhaps install a free temperature software like SpeedFan.

The PSU fan is completely still. It is not seized up, but it is not spinning at all. I have never seen it move. Is this normal?
