Outlook express

I just bought a Dell and I am having some problems installing my Outlook express. I feel ignorant asking. But I went to Tools, accounts, mail, and set the default to Hotmail but I do not know my User name or password from my local ISP, since it is from MSN, I keep getting these weird error messages and then the message never goes through can some please help walk a newbie through this,
