PC Restore Hung Please Help

Hi,

Dimension E310 had a problem after a game expansion pak install that would not let me uninstall it or complete the install.  Did a System Restore back to the earliest point available.  After that could not uninstall Norton because a file it was looking for was missing and it wouldn't let me reinstall from a new updated Norton without removing the old one.  Decided best thing since no critical data on system was to do Symantec PC Restore.  Got to the screen where it said it was successful.  I clicked finish and waited for it to load the EULAS.

A blue bar is on the lower 1/3rd of the screen and interestingly enough says www.dell.con not com.  Then it says Loading PBR for descriptor 1...done.  Loading DRMK Version 8.00... and it has been hung there for at least 8 hours.  Per instructions I have not shut it down manually.  What can I do?  Is this toast?

Should mention there is one green diagnostic light on possibly at position 4 but since I can't see the others it may also be at 3.
