Precision T3600 doesn't start

Hi,

my fairly new (took delivery on 07/23/2013) doesn't power up.  it sounds like it is trying, power button flashes orange fans turn on and immediately shuts off.  it cycles like this about every 2 seconds and no (1-4) lights come on and monitors never change.

I thought, maybe it has some power protection mode which needs to be reset, disconnected power cord for 10 minutes, but not luck.
