Second monitor not recognised

Hi

Brand new Optiplex 3040. Second Dell P1911 monitor is connected via HDMI male to VGA cable. Second monitor says 'No VGA cable'. Graphic card is Intel HD Graphics 530. Tried updating Intel driver and BIOS from Dell site. No luck.

How can we fix this?
