Slow Computer (8100) with Win.2K

I recently installed Windows 2000 on my Dimension 8100 and it has started taking forever to start programs. I have 640 Mb of Ram and a 1.3 Gig Processor. I read about editing the programs that start up but I don't know how in Win 2000, if this is the problem, how do I do it. If not what is the problem?

type msconfig in run and go to start up..you can deselect from here. also you can add them again if you want to from here. that said, unless you are starting an insane amount of programs you shouldn't be anywhere near low on memory with 640mb generally windows doesn't use much more than 512mb

I ran MSconfig but the computer still runs slow, it speeds up a little after a restart but I shouldn't have to do that all the time just to get a little faster. What else can I do?
