USB ports inactive

I have an Optiplex 755. I noticed that all my USB ports are inactive. I restarted and my keyboard lit up and the caps lock key was active as we as the other keys. Then Windows XP launches and all the ports go dead killing my mouse and key board.

I have viewed the system setup file and all USB instances are turned on. Yet when windows launches all eight ports go dead.

Any thoughts?
