USB ports on monitor

I have a 17" 1704FPTt monitor with 2 USB ports on the side that don't work.  I was probably supposed to do something to enable them but didn't. How do I get them to work?  Thanks for any help anyone can give me.

Make sure you plug in the monitor's usb cable to a usb port on the back of the computer tower. The monitor acts as a usb hub that must be connected to the computer as well as connected to the video card. The usb connector is usually on the back of the monitor that you need to turn the monitor upside down to see. There should be 1 or 2 more usb ports there, too. The 2 on the side are additional ports. Your manual is no longer available online. Check the material you received with the computer and monitor.
