Upgrade to USB 2.0?

I have an old Dimension XPS M200S, service tag BFWPY, BIOS A10, that I did a clean install to Windows 98, 2nd edition. Can I upgrade to USB 2.0 by installing something like the Adaptec 3100lp card? I assume I won't be at full speed, but my current self-powered USB hub has been so-so.

Yes you can upgrade by installing a PCI card like the one you mentioned. However, unless you have hard ware devices which utilize the USB 2.0 they will run at their current USB 1.1 speed. Upgrading only allows you to install devices designed for the USB 2.0 speed.
