Upgrading my graphics card in my Inspiron 530s

I was wondering what the best graphics card I could install in my system was or even what my options are. I have the Inspiron 530s E4500 model with 4 GBs of ram in it. My watts are 250w. My current graphics card is the ATI Radeon HD 2400 Pro PCI-E Low Profile 256 MB, so I'm thinking anything would be an upgrade to that.

A low profile R7 240 would be a good choice.

the heat sink on the MSI card sticks out so much it will block the next expansion slot in your PC ... if you don't use that next slot then it doesn't matter ... this card is only one slot wide and won't block anything: http://www.newegg.com/Product/Product.aspx?Item=N82E16814121799

You cant use such a THICK card. This is why Dell cards are fanless.

Well surprise, surprise. I get home with the ASUS Radeon R7 240 and find out it should have minimum 400w when my system wattage is 250w.

nate ... your ENTIRE system with that r7-240 running at full speed will draw less that 140w ... the card itself draws less than 33 watts ... http://www.tomshardware.com/reviews/radeon-r7-240-and-250,3717-9.html

So even though the box SAYS 400w minimum required and my system is only 250w, I can safely install it then?

Yes you can.  As mentioned, the R7 240 only uses around 30 watts.  I run the HD 6570 which uses 50 watts on a Dell 660s with just a 220 watt power supply and have no problems at all.  Make sure you have the most recent system bios update before installing the card.

How would I do that on windows 7? Is updating bios specific to the windows operating system or to my type of computer, which is Dell inspiron 530s?

Although I did notice it came with two other smaller brackets or whatever they're called that looks like it could be switched out but I have no clue on how to change it out.

Well I bought the Radeon R7 240 and guess what? It doesn't fit! It has a DVI and HDMI slot which causes it to be too big and not fit where the latch won't close.
