Why is the Dimension 8300 SO loud!!!!

OK quick backstory on my Dimension 8300:

I ordered the system back in November, and ever since then I have been having a continuous problem with the machine in which the system sounded like a blender when it was on.  After many troubleshooting attempts, trying to understand what the techs were saying, having new parts sent out, having a replacement system sent, etc.  the same issue keeps happening OVER AND OVER.  Is this happening to anyone else?

BTW my specs are:

-2.8 Ghz P4

-1 gig ram

-Radeon 9800 pro

-80 gig HD

The noisiest parts of my 8300 are the fan on the graphics card, the motor on the CD-RW drive, and a rattle in the plastic case when I first got the machine.

The plastic case I dealt with by locating the loose part and getting it better seated into place.  The CD-RW drive I deal with by only using the DVD drive for playback of CDs, only using the CD-RW when I have something to actually burn to disk.  The fan on the video card I hope to fix soon by installing 'VGA Silencer' to replace the stock fan that ATI installed.

The case fans are relatively quiet themselves, no problems on those here.

Get a VGA Silencer for the 9800 PRO and all will be quiet again. I was very surprised with the results when I did that.

Actually, mine, and most 8300's I've seen, are almost silent. Those ones, however, have Geforce FX5200's which have Passive heatsinks. So, if you can, either try a different video card, or pull your one out, and turn on your system without it. If the noise is miraculously gone, there's your source :D

I have this 128 DDR ATI Radeon 9800 Pro (D8300, Xp) and the noise bothers me. What is a vga silencer?

www.arctic-cooling.com is the maker of the VGA Silencer. They have addresses of places you can order/buy the VGA Silencer from.

Apparently this device will not help me. Unlike the photo at http://www.frontiernet.net/~twilight96/114_1438.JPG I have a plastic green cover attached to the exhaust fan that covers the video card. Too bad because I still find the noise distracting even after Dell sent a tech to replace the exhaust fan which was some help.

That image is of an XPS system. The Green plastic thing, if you have an 8300, covers the CPU. The Video Card is the thing below it.

Those heatsink pics were taken of an XPS with the green shroud removed to facillitate the picture taking......but I no longer use that green shroud hehehehe....Anyways, which heatsink does your look like, if any?

Thanks for this help, but my office is closed today and so I will be using my D8300 at home (different video card) until Monday when I can look again with what I have learned here.

I looked inside again this morning and apparently I am confused about what to locate. If the video card is the one where I attach a cable to the monitor then there is  no way to using anything like the "copper silent" cooling device. The only thing I saw that could use something like this is near the far covered by the green shroud.

If I was meant to look at http://www.arctic-cooling.com/en/products/vga_silencer/ I suppose this device would help.

Sorry, but I open a pc so little nowdays that I don't remember my way around.
