Will this graphic card work on my DELL inspiron 620 desktop? EVGA GeForce GTX 750 Ti 2GB Video Card

Yes, the EVGA 02G-P4-3751-KR G-SYNC Support GeForce GTX 750 Ti 2GB 128-Bit GDDR5 PCI Express 3.0 Video Card, should work fine with the default 300w PSU.

thank will spending an extra 15$ on higher battery be worth it or not or is it not necessary?

That depends on, if you intend to perform future upgrades.

Personally, I think going from a 300w power supply, to a 430w unit @ $15.99 is a waste of money, better to buy a 500w power supply @ $29.99 after $15.00 rebate.
