XPS 630i Not Booting - Loud Heatsink Fan Noise

After Cleaning inside my XPS 630i system like i normally do once every so often, I went to power it back on and i all i got was a loud heat sink noise (which is standard for 2 or 3 seconds on start up then quiets down) - only this time there was nothing displayed on my moniter and the heat sink noise didnt return to normal just kept wirring away.

Motherboard light stayed amber and there were no beep codes.

Is the power button light, white, or blinking white?

Power Light is Solid white.

All components appear to start up fine (fans spinning like normal)

with the exception of the heat sink going crazy

Done some raeding on My630i Forums and started a fresh topic too, from the reading similar style issues make it sound like a mother board issue? does this seem accuarate?

Before replacing anything, I would power off, open the case cover and reseat everything (cables, plugs, ram, cards). Maybe even remove the CPU heatsink, clean the paste off and apply arctic silver.

confident enough to do all but the heat sink, would it be soming i could you tube for help and do?
