blue screen wont go away!!!!!!

I have a desktop and one day i was unable to get to windows. a blue screen saying "windows has been shut down..............." appeared and it comes up every time i try to start the computer. it shows up also when i try to go into safe mode. there is nothing important on the hard drive so i figured i could just reformat the hard drive and reinstall windows but when i try to boot from disk with the windows CD in it says there is a missing or corrupt INF file txtsetup.sif. im out of ideas of what to do.

Blue screen errors indicate a software problem, so please post in the Microsoft OS forum for help with that.

I'm seeing that error message is fairly common (txtsetup.sif is corrupt or missing), but I'm not able to find a reliable solution. So please ask in the OS forum.
