The Optiplex 9010 models are checked with i7 processors hence ideally it should work fine if the chipsets on your system are Intel Q77 Express Chipset.
Memory specification:
Memory speed DDR 1333 MHz and 1600 MHz Non ECC
4 DIMM slots (uSFF: 2 DIMM slots)
2 GB–32 GB (uSFF: 2 GB-16 GB)

The OptiPlex 9010 motherboard is Socket 1155 and thus is incompatible with the (Socket 1150) i7 4790.
Your options are the i7 37XX series.
