cpu heat sink fan problem

My cpu heat sink fan developed a noise that sounded like one of the blades was hitting something. I replaced the fan and the pc worked smoothly for about two weeks before developing the exact same problem. I was sent a replacement fan and the same thing happened only this time it took only about a week before fan noise reoccurred. I moved the fan around again and now it's running silently again although the whirring of the fan can be heard. Anyone have any idea what's going on?

Are you certain it is the CPU fan that's the problem?  There's at least one other fan in the system (inside the power supply) and probably others (front and/or back panel).  Check those to see if the source of the noise is other than where you think it is.

This sound comes from when wires dangle down and hit the GPU fan or CPU fan.

You may need cable ties to get the wires to stop doing this.
