customer service

I bought my DELL E310 in July 2006 and it has been nothing but trouble. The folks at DELL have not helped me like I believe they should. What is the telephone number for an American at the DELL corporate office where I can get help? I have been promised help by at least 8 differrent DELL workers but they never seem to follow through with what they promise.
