It's called ransomware. Sometimes reverting to a system restore can undo this; I had to deal with a similar problem myself and the fix was to reboot, press F8, and select 'emergency repair' or something of that nature from the menu.

You can F8 boot Safe mode and Task manager delete the virus.

The easiest way to do this is to get a new hard drive.

Most end users will not be able to delete all of the malware as it constantly changes names.

There is no ONE SIZE FITS ALL ONE STEP ALL OS ALL VERSION FIX for this.

Beware of sites that ask you to install a program to remove this for you.

Get a new blank hard drive and remove your infected drive.

Install windows.

Install microsoft security essentials.

Mount the old drive and scan it to remove the virus files.

Copy your data files off.

Then reformat the drive and reinstall.

cujo18 has a topic running on the Virus and Spyware Forum. I have replied in that topic. There are some excellent sites that do an outstanding job at malware removal. The staff members at these sites have been extensively trained in how infections work and in how to clean them. We have referred him to one of those dedicated security sites.
