Files can't be sent from my Dell computer > phone (and vise versa) through bluetooth even though it is paired WINDOWS 8.1

I have a Dell xps 8700 and I've been having a problem with bluetooth for a while now since the windows 8.1 update. I was able to send and receive files sent from my phone to my computer before but now every time I try it just says that it's not connected and file was not sent. I have looked through every forum and did everything that was suggesting with drives, services.msc etc. I just cant seem to get it to work.  Also, I can't even seem to find a place to turn bluetooth on my computer off. Can someone please help?
