Inspiron 3650 - struggling with booting from USB stick

I have prepared a USB stick so that I may boot from it to effect a clean installation. Pressing F12,after tuning on the computer yielded no luck. I was taken to the normal log-in of my local administrator account.

I thought what I did was correct, but clearly not. Can someone, please help me?

Always include version of Windows in your posts.

You probably need to press F12 faster than you've been doing. The PC may be booting so fast that you miss the "window" in which to press F12. So power on or reboot and IMMEDIATELY press F12.

One or a few taps should be adequate , as long as you're quick about it, but don't hold the F12 key down.

Holding the key will error and lock up.  DO F2 then F12 then F2 then F12 then F2 then F12
