Keyboard types random letters

My Dell keyboard types random letters, but only in certain circumstances.  For instance I can type within a word doc with no problems, but renaming a favorite in IE9 will generate random letters.  Same goes for entering my admin password within Windows and a few other locations - random letters.  I generally have to open Wordpad and type what I need, then copy/paste because there's no way to type normally.  I've tried using a different USB port, system restore, uninstall/reinstall keyboard driver, and checked my keyboard layout in the control panel. 

I'm wondering if anyone has heard of this.  I can always buy a new keyboard, but it seems to me that if it was a bad keyboard I'd be seeing this behavior all over - not just in certain instances.

If it matters I'm using a Dell Inspiron with Windows 7 64 bit.
