My Dell wont let me download anything...

Everytime I go to download a program it says there is another download in the process?  Maybe I started downloading something and then paused it or quit but I have no idea how to go back and cancel it now.  I just want to be able to update my java but it wont let me.  I tryed rebooting.... please help!
