Optiplex 740 stuck on startup mode screen

Hi,

Recently reinstalled Win Xp Pro on an optiplex 740 that was having some issues. It was originally restarting itself every few minutes for no apparent reason. After reinstalling windows the computer functioned just fine. The computer was being used as a remote access pc through Win remote login. The computer recently froze and upon a restart it doesn't let us pick an option on how we want the computer to startup (safe mode, normal, etc...) The issue did start after the computer restarted during a power outage, so it may be a hardware failure at this point. Any ideas/suggestions on a fix? Thanks!

Is it stuck at a  blank screen with a blinking cursor in upper left corner?

What color are the 4 diagnostic LEDs on front of the case when it won't boot? If any LEDS stay on, look up the error code here.

That may point you in the right direction.

You can also try this:

Power off and unplug. Press/hold power button on the tower for ~15 sec. Open the case and remove the motherboard battery. Press/hold the power button again for ~30 sec. Reinstall the battery (right-side-up!) and see if it will boot with only mouse, monitor and keyboard attached.
