Optiplex GX520 won't boot

Hi, lots of problems.  The OS is a Win 7 upgraded to Win 10.  The problems began when trying to use the search menu it would become unstable.  So, I backed up the system on a thumbdrive but it won't boot to it.  I was getting to the choose a language  menu but it was hung up.  Now when I try to reboot I get to the windows starting notice and then it jumps to 'attempting to repair' and then it just goes back and forth between the two screens.  Does anyone have any ideas?  Thanks, John

You can try a "refresh" operation.  However, this will remove most applications but will keep your files.  The applications will have to be reinstalled.  Its almost like a clean install except it keeps files where a clean install wipes everything.

Here is the procedure from tenforums.com

GX520 only has 2 ram slots and it did not come with windows 7 or 10.

Booting F12 the OS from USB is not an option.  I have NEVER seen automatic repair work.

Just an endless loop of failures forever.   GX520 is a crippled version of GX620.  The GX620 has 4 ram slots and PCI-E video slot that the 520 lacks.
