Reinstall / Recover Windows 7 with different language

Hi all, my company has bought some desktops came with Windows 7 Pro 64-bit English version.  However, my boss suggest one computer to be Traditional Chinese for some colleagues not good at English.

Is it possible for me to obtain a recovery disc in Traditional Chinese from Dell to do that?  Is there any conflict to the Windows licence?
