Vostro 230 needs BIOS update, not clocking down

Vostro 230 w/ Pentium Dual-Core e6700 (not Conroe e6700 :emotion-5:) maintains it's stock 3.2ghz regardless of power saver setting and cpu load. Quite annoying and wasting power when it should be at 1.6ghz at idle. Hwinfo32 reports it as 3.2ghz as does Windows. Dell Rep told me two weeks ago it'd be out last Monday. No such thing happened. Today a rep told me there is no date on which it is due. Great.

Anyone have any solutions for this besides waiting on Dell for a BIOS update? Other than that problem it's a great pc. Thanks.
