XPS 8900 Case and CPU fans stuck at Full speed

Starting about two days ago both my case fan and CPU fan have been stuck running at full speed  constantly. I doubt it has anything to do with heat because the fans run at full speed at boot up even if the computer hasn't been used for over 12 hours, and the room it is in is kept at 70 degrees F. I have already attempted updating drivers and updating windows but nothing has resulted in a fix, i'm not sure what else to do

Does PC work ok, aside from the fans?

Which drivers did you update? Did you update the both Intel and add-in video card drivers too?

Reboot and immediately press F12. Look for option to run Diagnostics and run the fan tests,  Also, power off, unplug and press/hold power button for ~15 sec. Open case and remove motherboard battery and press/hold power button for ~30 sec. Now check the connection between fans and motherboard.  Reinstall the battery (Is it time for a fresh one?), close up and see what happens now.

I think there is a setting for that in the bios. I don't have this so i cannot confirm.
