Inspiron 660s, amber button light, no boot

Question

Hi I have a 4 year old inspiron 660s desktop when i press the power button it sounds as if it is going to start but only stays amber nothing comes on no beeps is this my mother board? any suggestions are appreciated Thank you Myssy

Solid Amber = Dead Motherboard/CPU but can also be bad power supply.            Off                          Blinking Amber                Solid Amber             Solid Green /Blue/White        Blinking Green The computer does not appear to get power from the Power Source.The PSU is receiving power from the Source, but is unable to distribute it.The PSU is working, but the system doesn't process data.The system processes data and has begun POST tests. (See the diagnostic LEDs at this point)The system is in a hibernate or sleep state.
