dimension 2400

everyone is recommending i get the Geforce 6200 (PCI) video card but it recommends a 300 watt power supply minimum. the Dimension 2400's come with a 200 watt power supply.

Dell underrates its power supply to read the mean average and the peak power is higher.  Others are using that card on their Dim 2400 system.
 
It has been reported a zillion times on this forum that my stock 250 watter has a peak of 345 watts.  I use a card that also suggests a 300 watter and have seen some with a suggested 350 watter on their stock 250 watter, so you should be fine, unless you install additional drives in addition to the other stock drives on your system

Everything SR45 says about the Dell PSU is true plus the fact that all MFGs overstate the power requirements for their cards for warrranty purposes.
