You probably skipped the needed chipset drivers during the reinstall as there is more than just installing Windows.

HERE is the Dell driver downloads.

The correct and required install sequence is (1) Install Windows (2) Install Intel Chipset Drivers (3) Install Device Drivers such as the sound, video, ethernet, etc.

The chipset drivers define what devices are on the motherboard and MUST be installed BEFORE  installing the sound drivers (and several others).

Download the chipset drivers, install them and then restart the PC.  Then install the sound drivers and you should get sound (and any other drivers you skipped).   In most cases this will take care of the problems.  In a few isolated cases it will take a new and correct reinstall to fix it.
