Latitude 7280 WINPE LAN Drivers - OSD SCCM 1706

I am trying to install Windows 7 x64 on a Latitude 7280,7480 with SCCM 1706. I've downloaded the individual network drivers, along with the system cabs. I've added more than a dozen to my boot image. The problem I see is:

The TS fails right after the drivers for the system has been applied. When I press F8 and type "ipconfig" I see that it is getting a 169.x.x.x IP address. If I try to renew the address with "ipconfig /renew" it updates to a valid IP. I added the ipconfig renew to the TS but it doesn't do it at the right step so it errors out (error 0x80004005/unknown error).
