BACKGROUND IS BLACK AND CANT CHANGE IT

the background on my laptop has turned black and when i go in to change the background it just brings up a message saying "this option has been disabled please contact your adminisrator" can anyone help?

I would like to have more information from your system, like the OS you are using or the model for the computer. For starters you can try to do this:

 
Click Start, choose Run and execute regedit. **if you dont have run and you are running windows vista, type regedit on the Start Search box on the Start Menu

Navigate to: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies

Delete all the folders under this key related to Wallpaper or Active Desktop or simply delete all the keys.
Then close regedit and restart your computer.
Try to change wallpaper now.

My laptop is a Dell Inspiron 1501 and im using Windows Vista Home Basic.  I have followed your instructions but when ive got to the registry editor i cannot find the relevant HKEY
