Black band around screen

When I try to change the screen resolution from anything other than 1600 X 1200 I get a wide black border around the screen. The lower the resolution the larger the black border. Is there any way to resolve this? at any resolution the icons are so small that you need to use a magnifying glass to see them.

It's normal - rather than reduce the resolution (which would make everything fuzzy) the display size shrinks.

You can try increasing the icon size - but the only real solution is a display panel with a lower native resolution.

You need to go the video control panel and enable the correct type of scaling. If you have Nvidia graphics, you should seklect Nvisia Scaling. Yes, you will get somewhat coarser graphics, but it won't be that bad, and you will have full screen. Why do you want lower resolution?
