Broken Hinge?

Hi, I don't know if this is the right forum...but oh well.

Anyways, the hinge on my laptop, the thing that's responsible for making it open and close, has broken. The plastic part that's covering the metal underneath has become undone and is bended and stuff. Anyone know how to fix it? Will my waranty cover it? And do I have to ship it back to dell or can I take it to some place like Best Buy and have them fix it?
