Hard drive password

I have seen this on two different users.

User activates hard drive password in BIOS.  Then, monitor begins to flicker (problem with refresh rate).  User cannot change refresh rate.  Soon as user deactivates hard drive password, then monitor returns to normal. 

Any possible reason why this happens?  Any solutions? 

Users have CPxJ laptop running Windows NT with latest service pack and updated BIOS flash.
